They put base stations in every few blocks, and run a sort of wide scale wireless office network. It lets them get by all the roadblocks the local operating companies have been putting in the way of DSL.

Here is Q4 through Q4 revenue. Covad will do great if it grows quickly, but it has to increase revenues fairly quickly to stop losing money.

They were growing quickly when they were spending a multiple of their annual revenue each quarter to attract new customers. They've greatly reduced their quarterly capex, but they've also stopped growing their revenues.

If they can get growth to pick up again, without a big increase in costs, they'll be a huge winner.
