You forgot to mention that the failure to reach a resolution is all Arafat's fault, because he did not make a counterproposal. You also forgot to mention that Arafat cannot be dealt with because he is a liar and he wants the complete destruction of Israel. Thus, it is completely irrelevant whether the proposal was workable or not because 1) it was a mistake to offer it in the first place and 2) did I mention that Arafat cannot be dealt with?
