I don't think the settlements themselves are at issue. I think a demoralizing occupation is the issue. It's one thing to occupy as required to protect oneself. It's another thing to occupy for expansion. Or bargaining chips. The former can be justified. The latter is rubbing people's noses in their powerlessness and making them desperate. I don't see how one could not expect "blowback" from that.

I agree, however, that it would look weak to abandon the settlements under duress. The better choice would have been not to expand them in the first place.
