The Palestinians will take monetary compensation in lieu of physical return. They have hinted that over and over again. I guess nobody wants to come forward and come up with the money and start negotiating. My guess is that $30 billion will do it. That's around $10,000 per head; more than Saddam is paying per family of suicide bombers -- Palestinians have large families. $30 billion is about one tenth of what Sept 11 will cost the US, after all the impacts are factored in. It's maybe around one hundredth of what a nuclear attack on a major American city will cost.

Many here point out that the PA gets plenty of aid and it does not make a difference. The difference in this case will be that the aid will go directly to the refugee families affected and the total sum is impressively large and will be paid as a lump sum. If such an idea is floated and the amount of money leaked, I can see the Palestinian radicals being marginalized very quickly.

PS. It will also help immensely if the Israelis evacuate all settlements. That will be another 300,000 housing units in the new Palestinian state ready to be occupied by returning refugees. Those getting settlement housing will get a smaller compensation lump sum. Israel's contribution will be the settlement housing and land -- after all Israel did buy most of that land to begin with. The US and the rest of the West handles the monetary compensation.
