Yes, I can see that. That's why I asked. But the program is limited to gathering and sharing information, information that is desperately needed and probably wouldn't be available to anyone but big brother. I've always thought that information sharing was within the purview of legitimate governmental function, or someplace close. Don't know about this instance.
