If the information could only be gotten by the federal government then perhaps its best that they set up a system like this, but I would prefer a situation where the private sector can get the information it needs without having to go through the government either directly from the nursing homes (perhaps as some sort of accreditation process) or from the consumers of the nursing home services (or more likely their familes as a number of the residents might not have the energy and mental clarity to make a good detailed reply).

But working with the real world that we have rather then a hoped for perfect situation, its probably a good idea. Of course I know very little about the specifics so this is not much more then a WAG.
