That's all details, imo. The basics, like the early days of our country, and like Swiss today, are to prepare everyone to take appropriate action for the common defense. And while you're at it, for those in need of work, provide manpower for the common improvement of infrastructure.
Re: park service, each department could have a pro-rata percentage of the output, including national park service, etc.
I know someone who works at a Juvenile Authority. The stories of those kids are of neglect, and they're left incompetent to do anything but gang-bang, raised on public funds. Some of these are remorseless and need to be locked up tight, but some are otherwise intelligent guys, many of whom would have chosen differently if given a constructive role to play in the larger picture.
The shift from institutionalized prisoners and welfare cases, to involvement in society, is the issue. It can't be any more expensive than the $25k per year or more per prisoner, and accrued human costs an order of magnitude greater than that.
The fundamental problem is the information age produces increasing automation, and requires increasing education, while reducing the number of productive entry-level jobs. Further, the Great Society pays people to feel sorry for themselves, much like our foriegn aid pays foreign governments to attack the US. No good deed goes unpunished.
Instead, use those funds to train and put people to work nationwide. We get trained people, protection, social integration, and some amount of infrastructure rebuilt.
