Up til then, the Jews bought their land. Also, 70% of Palestine has been state-owned since Ottoman times (owing to large tracts of abandoned land). This 70% was transferred from Britain to Israel in 1948.

It doesn't matter if they bought it or not, the Arabs feel equal resentment in either case.
