This issue was debated a few years ago here on the thread. The consensus at that time was it was too expensive and there would be DOJ problems. But the thrust of the argument was getting JAVA since it was one of the blocking factors to MSFT. Since then I would think that IBM's Linux efforts are in that same vein.
This article points out one of the 20th century's worst industrial errors and that was IBM hiring MSFT to write the first PC operating system and then letting them walk off with the rights in data, source and object code and every other piece of intellectual property surrounding that effort. The cloning issue was less troubling since IBM recouped their investments through cross-licensing deals such that IBM gets paid IP royalties for every IBM compatible that ships. At least they did during the early years of the PC era.
