I am writing to let you know that we are closing in on an important
victory in our battle to protect Costa Rica's spectacular Talamanca
coast from the ravages of off-shore oil drilling. But the oil
companies involved are now engaged in eleventh-hour maneuvers to
thwart this impending environmental success story. We need to enlist
your help one more time to keep the pressure on the Costa Rican
government and ensure victory.

U.S. oil companies' last-minute appeals to drill in this fragile
marine habitat.

On February 28th, after months of pressure from Costa Ricans and
BioGems Defenders, a Costa Rican technical panel unanimously rejected
the environmental impact study offered by Harken Energy of Texas and
MKJ-Xplorations of Louisiana in support of their application for a
license to drill in the Caribbean waters that are home to manatees,
rare Tucuxi dolphins and endangered turtles. In addition, during his
campaign, Costa Rica's incoming president, Abel Pacheco (who was
elected just this past Sunday), stated that he is opposed to off-shore
oil development. So Harken and MKJ are now applying pressure to the
lame-duck Minister of the Environment to approve the drilling license
before the Pacheco administration takes over in May.
