Yes, we (i.e., the U.S., mostly CIA) had a major role. We provided the training and arms for both afghan and arab fighters in Afghanistan during the Soviet invasion/occupation. We encouraged Pakistan to foster the Madrassa school system for recruiting more martyrs. Every one of the resistance groups we trained was fighting for Allah against the soviet athiests.

The resistance cells were organized around religious/ethnic leaders. The funding came from the Saudis, which favoured the religious fanatics. The poor Hazara got funding from Iran, but otherwise it was basically a U.S./Saudi operation.

When the soviets left, we left. We left behind the arms and specialized terrorist training. Those are the groups that formed the Taliban (largely Pashtun locals) and the Al Qaida (foreigners that eventually rallied around Bin Laden).

Would the fanatics have tried to organize and commit terror in the absence of U.S. involvement in Afghanistan? Of course they would. But we showed them how to do it and gave them the means.
