True, and you can trace the philosophies to the 1800's.

Still, the fact that Al Qaida are well organized, have a good command structure and have contacts for protection and recruiting is partly due to the Saudi/CIA campaign in Afghanistan. I'm not saying they wouldn't exist if it were not for the Afghan campaign. I'm saying that far fewer foreigners would have been involved in Afghanistan, and therefor far fewer recruits for Al Qaida. Afghanistan was the factory that made the Al Qaida; the Saudis paid the utilities and the CIA helped build the training facilities, train the management and organize the workers.

The point of my comment was that we simply cannot say we were not involved in the creation of the monster that still exists. I'm not even asserting that we should/could have done things differently, given what we knew then.

Ultimately, although our policies are often formulated with some foresight, they will always be judged in hindsight.
