But their issues involve destroying Israel... how can that be gotten around?

They are attacking Israel. They're just doing it by financing the intifada, instead of doing it themselves... Syria and Lebanon are also letting Hizbollah shoot rockets from the north, and they just say that there's nothing they can do.
