Forget about Chinese Walls and phoney notions of independence. Maybe what's really needed is a tighter coupling; make them put there money where their mouth is. If they are touting a stock as a buy, they ought to be buying, and if they are saying hold, they shouldn't be selling. Public disclosure of proprietary holdings might be an interesting idea.
