No, you apparently don't understand the situation. Arab citizens are permitted to own land in most places in Israel... however, there are a few towns in Israel that are exclusively Jewish and some that are exclusively Arab. The policies were put in place under British colonial rule for practical reasons, and now they are disappearing. It's happening a bit slowly, but given that Israel has much more to worry about than that, the delay is somewhat understandable.
