The church is pathetic on this issue. But their history is one of assumed landlord status because that's what they did to the natives with the cooperation of the early colonial governments. Isn't that the real meaning of the tithe? In effect a tax on a service. Now the native tax, if you will, by way of their first nations call and the subsequent ownership of the land, is to get a royalty income from all economic activity and potentially hold the capitalist or investment process to ransom. What service are they providing for this fee? If it has a traditional cultural basis why is it now based on a resource issue that they didn't define? Capitalism holds land as individual property rights. Natives have a tribal or community definition of territory. Which model now applies? Can they co-exist or is assimilation the answer with the assumption of certain municipal type rights.

Don't forget it was the Canadian Supreme Court that ruled on the Delgamuth (sp?), rightly or wrongly. They said that the natives have rights and passed to the issue to the provincial government to deal with it. I don't think the Supreme Court said what rights. Isn't the referendum just the first step in defining the scope of those rights?

I read the referendum and if anyone answers "NO", as the church and native groups are counseling, to all those basic questions, Victoria, you have a problem.
