A penny a minute + Rs 500 ($10)/month phone rental. And the subscriber puts up about Rs 5000 in deposit before getting the phone. That's the typical arrangement.

BPL Cellular is making good money on an ARPU between $15-20. And the cellular providers had to pay for their spectrum too.
