Even at 2.40 rupees for a 3 minute call, the per minute price would still be 60% less than a cellular call at 2 rupees per minute.

Any idea how long a decision of an appeal to the Supreme Court would take the cellular operators?

The longer the better as far as I'm concerned since WLL will continue to be rolled out
