A penny a minute + Rs 500 ($10)/month phone rental. And the subscriber puts up about Rs 5000 in deposit before getting the phone. That's the typical arrangement.

I'm just kind of looking at the penny a minute. Let's say they break-even at that price in terms of service.....wouldnt this put the operator in the odd position of NOT wanting to encourage usage?
