The federal government can further encourage marriage by financing premarital marriage education and divorce-reduction programs so that couples have support in building healthy marriages. Our plan includes $500 million over five years to pay for these programs.
Maybe this should be retitled "The Marriage Counselors' Employment Act of 2002".

What's in those programs? Why is this a federal or even a governmental resonsibility?
