Because until the 1990s, it wasn't earmarked to be Palestinian land. It wasn't going to be given away. Eventually, a land for peace movement arose among the Israelis.

Z, but Israelis have continued to settle in the occupied territories during the 90's.

No. Under the Oslo accords, the PA (not the PLO, there's a distinction) was given control of the Arab areas in the West Bank and Gaza, and the condition was that if they went a few years and showed that they were living peacefully and governing without allowing terror, they were to get the whole thing. However, that didn't happen.

Sorry PA, not PLO.....I need to read the Oslo agreement. It seems to me that if the West Bank is to become the Palestinian nation, the PA should have control over how the land is developed. I know the Palestinians have not been the poster child for good behavior but to restrict them this way treats them as if they were no more than children. How can you expect people to be responsible when they are treated as if they are incapable of being responsible?

I mean we have our own experience of that here in the US when black men were referred to as boys and black women were considered to be available sexually to white men at their whim. The result was generations of 'castrated' black males.

I realize I am oversimplifying the situation but it seems to me that the Israelis can't be all good and the Palestinians all bad.
