If I had a dollar for every time I've been called an atheist, I'd have a lot of dollars- either people can't read or they choose not to. I can't TELL you how many times I've mentioned that I'm not an agnostic. But nobody seems to pick up on that- so I think you are right. For some people the non-alligned are just all atheists.
