I consider the Japanese system interesting, where 100% of the affected neighbors have to agree, before development occurs, so, for example, 7th generation rice fields exist next to large cities, because the owners didn't want to sell, and weren't forced to.
Sounds great. Exept that if you need to put a new freeway into a city (or train line, for avid anti-automobilists) there's a good chance you won't be able to. Or the gov't has to REALLY pay through the nose to buy out some blackmailer and the taxpayers get stuck with the cost.

If you want to build a skyscraper, you have to get everyone's approval even on solar rights.

Let's see, you're neighbor has late loud parties for weeks in a row nad you finally call the cops. Pisses him off.
Then you decide you want add a 2nd story to your house after another kid arrives. And your neighbor vetoes it.
