WASHINGTON, April 11 — The Securities and Exchange Commission opened a preliminary inquiry into International Business Machines Corp. and then promptly closed the matter without taking enforcement action, a spokeswoman for the regulatory agency said Thursday. IBM’s stock dropped more than 5 percent, to close at $84.19 after reports that the SEC was conducting an accounting inquiry into the giant computer maker.
