People pick up facial expressions from their parents in the way they do attitudes, I think. And a smirk is an expression of an attitude. I certainly don't think the Bush smirk is a physical, ie musculature, thing. One reason I don't is that it's getting better. I suspect he's had it pointed out to him.

David Letterman is another smirker, and he seems also to be trying to get it under control.
