I don't know, it looks like the military incursions are going to be a PR disaster in the end, which was obviously the desired effect of the suicide bombings. It would be giving Arafat himself way too much credit to say he planned this scenario we see today when he started the current intifada, I believe rather that groups like Hamas and other factions see a path for obtaining power (and search for personal power is always a real root motivation in these things.) Hamas in particular has the most to lose of all the elements if there were ever a peaceful resolution to the problem.
