Not familiar with specifically that, but seem to be part of general trend, project, plan to "improve, reform education", both basic and higher within EU.
Its been appr 20 years since the latest "major" reforms, in 1980-90 and 1960-70.
Note that "higher education" is now "free" within EU, both in terms of tuition fees and location. Finland is kind of a "case", finland going from 60-70% of population in (subexistence) agriculture at start, middle of 1900, to the present level of "skilled labor" (much due to the open mass market of EU, compared to what it was before, to look at "it" from the market-business-cashflow view)

The Partnership consists of an Industrial Advisory Board, a Steering Board and the Partnership Manager. The Industrial Advisory Board suggests strategic options for the partnership. The Steering Board has one representative for each partner and is chaired by Prof. R. Prasad (Aalborg University - Center for Personal Communications). The Partnership manager is C. J.M. Lanting (IMEC).
