Was Al Queda in Afghanistan an occupying army or Terror group? (Or both)

PS Israel already declared that it has no territorial claim on Most of West Bank and all of Gaza...So that should open the way to the negotiated peace...Territorial disputes, why was it legitimate for British to kill scores of Argentinians in Falklands? Why double standard? (setting Oil aside)
