Syl, East Jerusalem (with the Arab population) was offered in the last plan Clinton put together, the one Arafat rejected and started the new violence with. The Palestinian would not know what to do with West (New Jerusalem outside the walls) Jerusalem, since that would bring in too great a Jewish population and destabilize a future Palestinian regime . West Jerusalem was not even asked for. Listen to Ross (Hume's interview with him was cited on this thread), Arafat does not want to conclude the conflict, conclusion of the conflict will cause him to lose his power base and interfere with his real long term goal (as delineated clearly and openly to an Egyptian Journalist), not just a Palestinian state in the autonomous territories, but one that goes all the way to the Mediteranean sea.
