The simple truth is their was a deal, and it was an American deal, the Israeli's including Barak accepted the Palestinians accepted and then presented it to Arafat. He alone, to the shock of Clinton and his own staff, rejected the deal, without any reason given, no more talk, he was through.
Two things wrong with this assertion. First, the history here is very complicated. And no one appears to have an authoritative version. Perhaps we'll get one, perhaps not. But in the meantime, given your devotion to the "facts", it's best to acknowledge that they are much contested here.
Second, tek has observed that Dennis Ross is not among the more reliable sources here. Ross, if I remember the history correctly, was involved in ME negotiations under Bush I, cleaned up his resume to do the same with Clinton, and now has cleaned up his resume again, hoping to get a position with Bush II.
