I think that we can safely call that dead on arrival. Proponents of reparations have gone to plan B, which is suing companies that profited from slavery. They know they can't win in court. They're just trying to get some payoff for the nuisance.

It is interesting, though, the way the idea resonates. If it didn't, the scammers wouldn't so easily find victims.
