Before 1967, wasn't Jerusalem a divided city, one side Arab the other not? Yes. The Jordanians took the eastern half in 1948, after heavy shelling, in the process evicting the survivors of the Jewish Quarter of the Old City. Jews had lived in that quarter for thousands of years. So when people say 'historically Arab East Jerusalem', they really mean, since 1948.
