I don't know Laz well enough to figure out if he's being teasingly provocative or serious, sometimes ... but i did not as he says suggest spanish should be mandatory for all in occupied México, i think such compulsion would likely be counter-productive to a main function of language broadening, that of reducing intolerance, it would feed right into the anti-hispano racism
But i maintain that any education system worthy of the title will provide fluency in two tongues to all ... they know this in the Netherlands, Danmark, you don't get a ticket out of high school there without english, and i believe there are few or no german universities you can enter without english and at least a start on a romans tongue such as french or spanish ... looking for a saved magazine article on this just now, can't find it ...
