I hope it wouldn't preclude the former or our military would be sorely restricted. <g> WRT the latter, I couldn't find a nice reference on what the order prohibits in a half hour of searching. I will try again later but any assistance would be appreciated.

While I am not sure if it applies to foreign leaders during a war, when was the last time the US was officially at war?
