OK, we digging into past archives of HRW.

So, Israel ought to condemed for Sabra and Shatilla because although the Palestinians were/are their enemy, they didn't commit troops to save them from other Arabs. Bullshit and I'm sorry if that word offends anyone, but the arguement is more than equally offensive to me.

On the other hand...

I couldn't find anything on Homa or on Iraq's handling of the Kurds but they have no problem going back to the early 80's to condemn an Israeli (for something he didn't do).
