I was told by some friends that most people don't get to work until 10:00 in NYC, and that the most of the WTC workers weren't there when it was attacked. That is why the death toll was so low (3000 out of 50000). So, it is very likely that 4000 Jews were indeed not in their ofices, though the second part of the sentence is another story.
