But Lacovara recalled that Netscape, as it was losing the browser wars in 1998, decided to make Navigator "open source" so that developers could tailor it to their needs.

"Is it fair to say it didn't work well for Netscape," asked Lacovara. It took two years to put out a new version, "and it was terrible and buggy."

Under questioning, Shapiro acknowledged that was the case. He also acknowledged that open source licensing can result in different and unpredictable versions of software.
