"The article says nothing about this flow of Israeli funds." Perhaps because there weren't any? Just a guess. Everything I have seen about the living conditions of the Palestinians suggests that they are dirt poor and in receipt of little meaningful aid from the US while Israel receives several billions of dollars a year from the US to support a military capable of crushing its more or less unarmed neighbors in Palestine.
