Egypt isn't a party to the conflict, at least not any more.

Well, maybe the US sends the money to Egypt for that reason, but the US was supporting Israel long before they signed a peace with Egypt. In any case, paying people not to fight has got to be the stupidest foreign policy decision ever made that didn't involve violence.

Re: "Take the money away and the US loses its sole leverage over Israel foreign and military policy." Since we don't appear to have any leverage over Israel's military policy, I don't think that this is much of an argument.
