It's already too late for even the most serious housecleaning to have any real effect. It has been very clearly demonstrated that the hierarchy will not move until public protest becomes overwhelming. The implication is clear: whatever the Pope does, if anything, will not be a response to the abuses, but to the protests they have engendered. I don't see how it is possible to reach any conclusion except that this kind of abuse is tolerated.
