The latest issue of FA arrived at my home yesterday. There is an extremely interesting article on how to end the conflict by two fellows whose experience and qualifications seem impeccable. Their idea: Impose a peace.

The reasoning behind the proposal is that each and every previous peace effort has been incremental, i.e., requires several phases to reach a final settlement. The authors (Agha and Malley) take the position that it is not necessarily the substance of the previous efforts that has resulted in failure but the process which has failed. In a nutshell, mistrust on each side's part grows during each phase, ultimately tanking the entire effort and driving the parties' further apart as the recriminations grow after each failure of a phase.

Their idea is for an American-lead imposition of fair terms on both sides, objections by either be damned. As the terms are implemented and enforced, each side will presumably learn that the other is serious about peace. A sort of enforced trust would result.

The article is comprehensive about the terms of the enforced peace, dealing with everything from settlements to the right of return.

The devil (and is in the details, of course. It seemed that many of the plan's provisions would be utterly unacceptable to one or the other side, resulting in conflict with the authority in charge of imposing the plan. This could tank the effort, in my estimation.

Anyway, I suggest that everyone read the article. Fresh ideas are going to have to be used in order to untie this Gordian knot of a problem--this is thinking in the right direction.
