You are assuming that extracting hydrogen from water will take large amounts of electricity. If it does the new plants can run on hydrogen as long as the energy value of the hydrogen extracted is greater than the electricity used to produce it. Can it be done today? I don't think so, but this is where research dollars should be focused.
