Tom, the UN Resolutions 242 and 338 do not call for a full and complete withdrawal to the 1967 lines which is being propounded from the Arab states. It also doesnt call for Israel to vacate Jerusalem, which is also what is being "offered" by the Arabs. Simply, they are trying to win back what they lost in 1967 thru terror. It aint gonna happen, and W isnt going to push the issue. What we are seeing in my opinion, is all for show, as the War on Terror will soon engulf the entire Middle East. Saddam wil not allow Arafat to tone down the intensity as it is disrupting the US attack; that is the goal.
