I think Reg FD eliminated the assumed credibility of "wisper numbers"; the number itself carried with it the magic of a supposed connection to someone "in the know" who had been briefed by the company.

This briefing of course would have been as illegal as not disclosing the inside loans to Enron, but like those loans, the authorities and the courts simply overlooked the practice.

All reg FD was and is, is an announcement that the SEC was going to begin to enforce 10b-5.
