The (information technology) spending environment remains very, very weak

Relative to telco infrastructure spending IT spending is doing great and can only get better. My analogy is that IT infrastructure is like rubber band stretched to the limit so it can only break when equipment dies or one can relax the tension with upgrades.

My only feeling is that MSFT's July 28 date of "your companies software investment is worth nothing in terns of version upgrade value and it's time to pay me rental money", may spark some movement in IT spending.
If this happens, all concomitant recoveries in business capital spending and job growth will return.
