Clearly, without the means, a lot of this would not be happening. However, up to now, it is comparatively low tech. That is part of the point of suicide bombers. It is a cheap way of maximizing damage with relatively primitive means. To me, therefore, what is remarkable is what oil money is NOT buying. Even the Iraqi Army turned out to be a paper tiger (although the elite units fought well enough). I do not think payoffs are the key.......
