Yes, some things need to be memorized. Knowing the state capitols is not, IMHO, essential data. I found studies that show how much students remember memorized facts; there is a dramatic drop-off after just a week or so.

As far as open book tests, I believe they have their place. For example, handing out World Almanacs, then asking a number of specific questions, tests the students ability to locate information. THAT is a key skill our children need.
