| I agree that the state capitals do not quite rise to the level of essential. In geography, I would say the continents, oceans, perhaps the major world capitals, would be worth assuring knowledge of. As for memorization, it is true that studying for a test will not quite do it, but if one "overlearns", the information will stick with one. I memorized Romeo's soliliquy when I was 11 or 12, and still know it. You just have to do more practice. The example of open book tests you give would, indeed, be justified.
