Since the early part of the 20th century the role of the parent vs the role of the government with respect to children has vastly changed. The village elder with an over see'ers role no longer exists. The parent who punishes the child for having been punished at school is an anomaly. The team approach is becoming more and more rare. While there is less of an institutionalized expectation on parents, we have more laws enabling freedom of expression.

The natural balance to more freedom of expression is more structure and guidance for children by their primary guardian. Yet there seems to be less.
