Bush's position seems utterly Luddite to many,

I'm not sure that Luddite would be the right word. Luddites where more in to destroying machines because they thought it threatened their livelihood. The technology of the machines that the Luddites destoryed wasn't even really new. It was more of a workers revolt against management. The following article calls it "open-eyed class warfare"

Even if you take what the term luddite has come to mean (someone who is anti-technology) that wouldn't apply either, IMO.
